Bringing significant experience in the Heritage & Arts Sectors, a detailed understanding of UK and EU public sector funding programmes, and has an impressive track record of securing funding and directly managing and administering projects from start to completion.  

Working on behalf of public and private sector clients, gaining substantial experience across a diverse range of large and small-scale projects, including industrial, commercial, offices, residential, mixed-use, parks and landscapes, museums, theatres, historic monuments, bridges, and environmental projects.

Skilled in delivering comprehensive project management services, viability analysis, cost appraisals, audit compliance, and grants management services. Extensive knowledge of working with clients such as the National Lottery Heritage Fund as a ROSS (Register of Specialist Services) advisor, Lindsay is also on the Arts Council England project monitoring and expert advisor services construction advisory framework.  

A founding Director of HERA Regeneration Ltd with over 25 years of experience in the construction, property and regeneration sectors.  Having originally qualified as a Chartered Surveyor, he has since specialised and developed particular expertise in cultural and commercial regeneration and the financial management of complex mixed-use projects.

In recent years there has been a focus on cultural schemes through Heritage Lottery Fund and Arts Council England, however his original focus, in this sector, was on economic and social regeneration, particularly through the gap funding regimes administered by Homes & Communities Agency, regional development agencies, European funding sources and other grant giving bodies.

Experience in this field has always been appraising schemes for the grant giver and also assisting private and third sector clients in producing coherent and well researched funding applications.  This balance of working on “both sides of the fence” gives an invaluable understanding of how best to broker effective solutions that work for public and private sector alike.

Andrew is co-founder and a director of HERA Regeneration Ltd, with over 25 years experience in the construction, property, and regeneration sectors.  Qualifying as a Chartered Quantity Surveyor, and specialising in public funding of private sector led regeneration projects, specialising in cultural, heritage and commercial regeneration schemes and specifically the financial planning management, and sustainability of multi-million pound complex developments.

Experience has been specifically focused on transformational restoration and regeneration schemes across the UK, initiating, appraising, monitoring, and implementing developments.  Working with public, lottery and private sector partners to develop and implement investment strategies and deliver solutions.

A Heritage Lottery Fund and Arts Council England Expert Advisor, Monitor and Mentor for over 15 years, working on major and varied capital and revenue schemes.
